The SUV has less than 5000 miles. Dealer said they need to replace the catalytic converter and the oxygen sensor. Does that seem right? I heard about the Mazda “Gas Cap” issue that may turn on engine lights. Is that a possibility here too? Also, can I assume these fixes ...

I have a 2001 Subaru Forester, 120,000 miles. Recently I’ve been getting the check engine light, so I bought some OBD software and found that the trouble code was low catalytic converter efficiency.
But, when I look at the O2 sensors using the software, one of them consistently shows 0.0 volts, even after driving.

The exhaust oxygen sensor needs to be replaced. Anyone have an estimate of the cost? The OEM sensor costs $260.00 but i can buy one that fits for $65.00 and have someone else do it right? Will shops do that or do they want OEM parts?

code P1131 popped up on CEL. O2 sensor bank 1 sensor 1. I have two sensors.
Which one is bank 1 sensor 1? is it closest to exhaust manifold or closest to catalytic converter? Those are the only two o2 sensors i see
