I have a 200 Honda Accord coupe and this is my tail light problem. When I turn on my head lights my rear lights do not turn on, however the break lights and turn signals and reverse lights all function properly which is odd cause the same bulbs that light up when I break are the same bulbs that are suppose to light up when my headlights are on so the bulbs are obviously working fine. I checked the fuse under the hood for break lights and its fine. However Im not too sure what the top fuses labeled (Lights relay 1 and lights relay 2) do exactly.
I hope this description is helpful and any suggestions would greatly be appreciated.

There is a 15 amp fuse for a coup ( 15 amp is blue) in the under dash fuse box that is for the tail lights. It is NOT under the hood.
It’s Fuse #10. The fuse box is located to the left of the drivers feet. I would start by checking that fuse.
If your car is an EX model, there is also a tail light relay behind the right kick panel.

the bulbs may be the same bulb but the element inside them arent! you likely have bulbs that end in the numbers 57 I think 3157 as I recall but they may be 1157. any way its possible for the tail light element to go bad and the brake/turn element to still be ok. additionally if there were a ground problem you would find your front end and rear turn lamps flashing at differnt times when you had on the tail lights as well. this is because when the tail lights are off the turn signals use the tail light wires for a ground and when on they cannot.

Those tail light/brake lights are double filament, meaning they can work in one situation and not in another. The very first thing I would do is take a close look at those bulbs, specifically the wires running across inside of it. It may be that one of those wires/filaments are blown.

Light relays could be turn signals or relays to switch from high to low beam.
Check your sockets as well.Or just buy some new bulbs and try them.They’re cheap and you can keep them for spares anyway.

The taillight is a different filament that the turn and brake light filament. If both taillights are not working then it could be a wiring problem, but I would start with replacing the bulbs.
